Case Description:

Customers are charged higher "pay as you go" rates for international calls whilst roaming.

Whilst roaming on specific networks in the USA and UK customers were charged standard international rates calls and text messages. Calls home were regarded as local and utilized local bundle allowance when available. Issues were not identified by standard roaming controls.

Root cause:

• Testing was carried out with the preferred roaming partners.
• Alternative roaming partners were not tested.
• When steering changes were made, this became a major issue.
